Free PDF Toolkit — Merge, Split, Shrink and OCR

Drop PDFs and images together and every page becomes a card you can drag, rotate or remove. Build one PDF, split it, shrink it for e-mail, export pages as pictures or make a scan searchable — all inside this browser tab.

Arranging and editing need no account. Saving the PDF needs a free one, with no daily limit.
What it does

The everyday PDF jobs, in one place.

Mix & organize

PDF, JPG, PNG, WebP and GIF on one board. Drag any page anywhere, rotate it, remove it, sort by file or reverse the order, and pull selected pages out as their own PDF.

Merge & split

Join several PDFs into one in the order you set, or split one into a file per page.

Images ↔ PDF

Turn photos or scans into a PDF, or export a PDF's pages as JPG or PNG at 72, 150 or 300 DPI.

Shrink for e-mail

Pick Email, Balanced or High detail, or type a target size in MB. Pages are re-drawn as pictures, so the copy is small — and its text is no longer selectable.

Searchable scans (OCR)

Make a scanned PDF searchable and copyable. English, up to 20 pages a run, read on your own machine.

Watermark & stamp

Add watermark text, a logo stamp, page numbers and a document title across every page.

Place & mark up

Put new text and images on a page, or pin numbered comments that are stamped into the PDF with a summary page.

Stays on your machine

A client contract or an unreleased deck is opened, rearranged and saved in your browser. Nothing is sent to a server.

How it works

Drop, arrange, save.

1

Drop your files

Open the PDF Toolkit and drop PDFs and images together. Every page shows as a card on one board, in the order you added them.

2

Pick a job

Merge, split, shrink, export images, OCR or watermark. Drag pages into place, rotate the sideways ones and remove the ones you do not need.

3

Save the result

Build once and save the new PDF — up to 60 pages an export. Saving needs a free account; your original files are never changed.

Why ours

Private by design, honest about the gaps.

No upload, ever

The engines run in the tab. The only thing fetched is the OCR engine, once, from a CDN — the engine, not your file.

No ads, no task caps

Work without signing up. A free account saves as many PDFs as you need, with no daily count and no watermark of ours.

What it won't do

No Word, PowerPoint or Excel conversion, no editing of the existing text, no e-signatures, passwords or PDF/A. If you need those, a full PDF suite is the better pick.

Compared 29 July 2026, each figure read on the vendor’s own page. iLovePDF prices by region (from India: ₹500/mo · ₹3,400/yr), so your figure varies by country and tax. A “—” means we could not confirm that row on the vendor’s page, not that it is missing. Both are broader PDF suites than this tool; neither is affiliated with DigiLakshya.

FAQ

Quick answers.

Is my PDF uploaded anywhere?
No. The PDF engines run inside your browser tab, so the file is read, rearranged and saved on your own machine. The one download is the OCR engine itself, fetched once from a CDN the first time you make a scan searchable — the engine, never your file.
Do I need an account?
Not to work. Dropping files, arranging pages, rotating, removing, placing text and images are free with no sign-up. Saving the finished PDF needs a free account, and there is no daily limit on saves.
What can it do?
Merge PDFs, mix PDFs and images into one document, turn images into a PDF, export pages as JPG or PNG at 72, 150 or 300 DPI, split a PDF into one file per page, shrink a PDF for e-mail, make a scanned PDF searchable (OCR), and stamp a watermark, a logo, page numbers or a title. You can also place new text and images on a page and pin numbered comments that are stamped into the PDF with a summary page.
Are there any limits?
One export or shrink takes up to 60 pages, and OCR reads up to 20 pages a run (it is slow work, done on your machine). OCR reads English. A password-protected PDF has to be unlocked before it can be opened.
Why does a shrunk PDF lose selectable text?
Shrink makes a PDF small by re-drawing each page as a picture at the quality you pick (Email, Balanced or High detail, or a target size in MB). That is what makes it reliable in a browser, and it is why the text in a shrunk copy can no longer be selected. Your original file is untouched.
What does it not do?
It does not convert Word, PowerPoint or Excel to or from PDF, edit the text already inside a PDF, sign documents, add password protection or make PDF/A. A full PDF suite such as iLovePDF does those, and if you need them it is the better choice.
How does it compare with iLovePDF or PDF24?
Both are broader, more mature PDF suites. iLovePDF Premium is $9 a user a month or $60 a year, and lists OCR as Premium-only; PDF24 is free and unrestricted, but its web tools process files on its own servers (both read on the vendors' own pages on 29 July 2026). The PDF Toolkit does the everyday jobs for free with the file never leaving your browser. PRO is $35 a month and covers all 37 studio tools.
What do I do with the PDF afterwards?
Send it for comments with PDF Proofing — reviewers pin notes on each page and approve with no account — or deliver it with Send Files.
